This leads me to believe that the weapons were sent to the base to scare anyone who was voicing anything against the company or the project itself, rather than as a general defense for the crew after unleashing the bacteria. Allenby is just comcially evil and it kinda works when I think about it.

One trick to make the game a lot easier is to just use the black guy as your main character for exploration because he can shake off the basic zombie enemies without taking damage if you mash fast enough. That's generally the best way to play too because the other two characters have a special room near their starting areas only they can interact with you need to use a lot so just leaving them there and sending them items they need through the interconnected item box system is the most convenient way to play
