You couldn't savestate at an actual machine anon. If you're playing on emulator there is nothing wrong with using savestates to learn and practice at a game. The issue comes from people using them in regular runs and depriving themselves from any actual challenge.

Not necessarily, you can just fly around and endlessly dodge without firing until the boss times out(if its a checkpoit based system you can just suicide right before he dies). Then of course if you die on say stage 4, its still worth playing through the next stage because you have even less experience with that one.
