The wider color palette ironically can make SNES games look less vibrant. Here, Outrun only uses 32 colors while Top Gear 3000 uses 82.

It didn't struggle at all, because it has a 15-bit colour palette that enconpasses every single colour in the Mega Drive and PC Engine's 9-bit pallettes, in addition to 32,256 other colours. The phenomenon you are observing is developers on SNES having the freedom to not make their games look garish.

The real culprit here is contrast. Genesis has the fewest colors used of these three versions of Street Fighter II, but it looks more vibrant than the other two that have more colors. Because contrast.

You could use the exact same colours on the SNES, and the word you are looking for is "garish", not "vibrant".
