PS1 and Dreamcast take the top spot for me, gamecube is iconic but not very great aside from it's multiple easter eggs. PS2 is pretty decent I imagine it's the most known one by popularity alone.
Pretty much any other retro one is just alright some are interesting for other reasons like the Xbox one for being an actual 3D render that could be modified in really cool ways, not top tier but interesting.

long boot sequences are basically there to hide the time needed to get a cd going.
like for example on the psx it has to spin up and check for a disc, read the security wobble and table of contents (after this point the second part of the sequence starts), then it has to load the games' main executable which could take a few more seconds, and only then does it actually have something from the game that it can display.
it's not actually wasting any time, it's there to hide/cover the time needed to load the game
