Nah, that use started in the 90s at the latest. Lots of console ports had an arcade mode that mirrored the original experience more or less, and then whatever other modes. But when games started getting too bloated they added a separate arcade mode so players could pick up and play outside of the bloated main story mode, which is all it really means in this context. Pick up and play. Zoomies didn't invent or hijack that in any way.

Sadly it's not really. LCS is like an updated and arguably improved version of 3 and has mostly fun missions. VCS is alright but definitely isn't better than VC. Still worth playing for the returning characters and radio stations but temper your expectations a bit.

Only barely makes sense. The original game was the most arcadey because it actually counted score and lives, and you actually NEEDED to reach a target score to beat a city instance.

Fact is, in the first game, you could fuck up and fail every single one of the missions and fail to get their score reward, BUT, you could still keep building score otherwise, like by just stealing and selling cars, killing people, doing Kiiiiiiiill Frenzies, etc, and separately from that, you could find hidden Score Multiplier powerups, which would multiply score from everything, be it missions or you just pasting a whole row of Hare Krishnas under a schoolbus.
So cause enough mayhem and engage in enough outright grand theft auto, and you could beat the mission instance after all.

I actually kinda like that the first game would only give you one shot at beating a mission, and then if you failed it, oh well, you lived with the consequences of that, try other missions instead.
One of my favorite memories of that back in the 90s was the one in Liberty City, where you're parking a tanker truck with a bomb at the LCPD HQ, and I stressed my way over there in time, but I forgot to hit the brakes, so after I ran away, the truck apparently just kept rolling, away from the police station, and blew up somewhere else.
This both made kid me go "Oh come ON!" yet also it was very funny, because the mission giver would yell at me and call me a fuckup for bombing some completely unrelated neighborhood.

As much as I love GTA 3, VC, and SA, they would just give you a mission failed and not even give you that little bit of funny flavor.
