Because it's an arcade game, and if you don't like those then you won't like it. The problem is everyone has this expectation, and to be fair they marketed it that way, as Sega's equivalent to SM64 or Crash. It's a 3D game, but it's always stuck on one plane, so people are always underwhelmed.
