They likely could've sent schematics to top chip manufacturers and speed up the process of developing smaller electronical components, maybe moving the clock of innovation ahead of 10 years, but likely anchoring us where we are right now.

The biggest constraint is... physics. Atoms can only be so small and eventually they're going to run out of "space".

Optical transistors are an alternative, but they have tons of problems much like graphene. They also share the same problem: scalability.
