NFS - MW (Black box), Test Drive Unlimited (2, if you allow me to be a bit cheeky), Grand Prix 4.

GP4 in particular is super fun and there's even expansive stuff like F1 2020 cars and tracks, if you like that sort of stuff

Recently beat GT64, I liked it, solid tracks even if there's only 3 (6 if you count the long versions of them), decent sense of speed and handling (you need to get used to them and tweak the car settings first).
Graphics are a mixed bag and the framerate is very choppy, but I had a fun time with it.

For a mid racing game like Top Gear Rally, it does have an in-depth livery editor which was ahead of it's time. Also, the Japanese version had different default liveries that don't have dark green as the base color.
