Why isn't Oni considered a pioneer for action games? There was never a game quite like it when it came out.

Because there were other games that did far more in the action department. Games like Rising Zan, Urban Chaos, Dynamite Cop, Fighting Force 2, Winback, Hybrid Heaven and many more did a lot of frontier work for action back then.

Oni came out at an awkward time and was quickly overshadowed by other titles, a lot of the appeal for many of us weebs playing it back in the day was how it was like Masamune's original Ghost in the Shell manga tonally and somewhat close in aesthetics (relatively, for that era anyway.)

Also too clunky to be remembered as fondly as those games you mentioned, Oni sadly didn't age as well.

Partially this. I mainly remember a few of my friends watching Dragon Ball but otherwise anime/manga wasn't very popular which would've limited the appeal. I don't think I knew of anyone else who liked Ghost in the Shell and Akira at the time.

The game was also delayed, supposed to release in late 1999 but actually released early 2001. It also didn't include all promised features. That probably further limited its success.

I think the gameplay is decent but it suffers from what some other games went through at the time, wanting bigger more realistic levels and that turning out not so great. The levels are bigger and look a bit more realistic but also feel a bit barren. The combat is mostly alright but I don't know if it's really anything spectacularly above other beat em ups, especially when you consider DMC1 came out about 6 months later. If Oni had actually released in 1999 it probably would've had more impact.

The combat systems were interesting, I especially like rolling over guns to quick equip them. I guess despite the stages being designed by a supposed "architect" they were overly large leading to some repetition of a lot of grey textures pushing an illusion of boredom despite the varied enemy placement/encounter situations. I am a bit remorseful for my drunken harsh words to the character designer, but I still stand by saying that the animation studio, AIC, cleaned up a lot of rough artwork for the game's animated intro.

Great cover art. This oldskool manga style just looks nice. I only played the demo however and it's a mess of a game.
