happy meal toys are scheduled for production runs well in advance. every player in the chain from manufacturer to shipping to distributor has a particular rotation of toys factored in long before the promotion runs. delaying would have meant fucking up that delicate dance of international commerce, or paying to warehouse the shit until Sega got their act together.
You can tell from the fact that the toys ran during their scheduled time even though sonic 3 was cut in half and still didn't come out in time for the happy meals that the burger clown was not interested in either of those options.

Kinda but not exactly. Sonic 3 was developed first after Sonic Team had to abandon the Sonic 3D SVP game.
The idea for makingn Sonic & Knuckles came at the very end, and they developed most of S&K after 3 released.
The McD thing was just another factor but not the main one.

Unfortunately, yes. That's not to say that everything else is bad, but S3&K has yet to be topped. It's the perfection of the classic Sonic formula. Top notch level design, fantastic music, fun new mechanics like the insta shield and the elemental shields, 3 playable characters that act as difficulty selections, and of course, Blue Sphere, what could easily be considered the best iteration of a Special Stage there ever was. Sonic Mania Plus was close to topping it, but the recycled zones kinda dragged it down. Had they gone with fully original levels and maybe saved the recycled zones for that Encore mode it could've been the best but S3&K gets the edge for being more original.

Funnily enough, something similar happened to that 'Emperor's New Groove' movie. It was going to be a more serious in tone flick along the lines of 'Hunchback of Notre Dame', but Disney had already set up merchandising/promotion deals with Coca-Cola and McDs for a particular release date. When it became clear that deadline wasn't going to be met, the original movie was scrapped and rushed into becoming the buddy comedy that we wound up getting. So it's not completely outside the realm of possibility.

This is what Naka continued that with:

Nowhere does Naka or the other guys mention anything about having to "split" the game.
In fact the whole thing about S&K existing is because they had the chance to make a second game right after they finished 3.
I don't know why people WANT the narrative to be different and for 3&K to be "one big game". 3&K is, as the title suggest, a special feature, not the "real finished game".
