This game has good controls, decent graphics and fun gameplay loop. Explain why is it considered mediocre while Die Hard Arcade with its laggy controls is much more beloved?

Because it is just one of the bajillion good PSX games while Die Hard Arcade is one of the like five good Saturn games.

Fighting Force also has a few gameplay issues, like super moves not giving you invulnerability (try doing crushers super while cornered by fast attacking enemies, you can't) and every move being sloooow.

I loved this game. Me and my brother/cousins played the shit out of the demo. It was just a nice 3D beat em up. Way more depth than the 2D ones before it.

I haven't played fighting force but Die Hard Arcade is a masterpiece not just because of the incredible player agency (moveset + weapons), the impeccable pacing, great balance and skill ceiling; but most of all it's a masterpiece because of the constant stream of unique content the game throws at you. Every room is a different, and past the room they're in, enemies are almost NEVER re-used.
It's rare to have a game constantly shower the player with new things and it shows the high bar the developer had set for themselves. Any other dev would have thought "hey we can re-use this or that enemy and this or that texture here and there and make the game 15 mins longer if we then re-use that boss but as a mini version or a powered up version".

But no, not the Die Hard Arcade devs, they left that shit for devs who didn't actually want to create a masterpiece.

The core fighting sucks, it's slow and sluggish; vs Die Hard being fast and responsive. Like for instance just compare what it takes to pick up an item in FF versus DHA
same enemy x6 or x10 in a row; insane enemy variety in Die Hard
awful camera, never a problem in Die Hard
Boring uninspired level design; while Die Hard keeps throwing new stuff at the player constantly

I also hate how in Fighting Force enemies like to gang up on you from all sides constantly, it's like the devs admitting "we couldn't figure out how to balance this right so instead we made it bullshit"

Die Hard also has a much more varied moveset, while in FF it's super basic, and more weapons that actually behave differently too
