Gekisha Boy for PC Engine has by far the funniest ones. On the 2nd level you’re in a ghetto with hoodrat mammies dropping shit out of windows on to you while big lipped jigaboo pimps throw knives at you on the street. Later in the game there’s a tropical level where a turbo-savage speeds across the screen looking like a sentinel island caricature. It’s also just a fun game overall, well worth a playthrough. It’s basically a 2D Pokemon Snap.
