The trails in GTA3 and Vice City also account for most of the shading and colored shading in the environment and objects. You will cry if you drive down the beachfront hotel street in Vice City (the one your first hideout is at in VC) with the trails off, it feels utterly lifeless.

I'm trying to emulate Vice City on PCSX2 and the blurring/ghosting is impossible to get around, shame because after beating Liberty City Stories on PPSSPP I got the itch to play Vice City and Andreas again

It's essentially a Post-Processing option, where the horrible ghosting effect was latched onto the basic lighting system the game had.
