Maybe OP is talking about neo-retro indie stuff that uses pixel graphics but sometimes has pixels rotate and it looks like complete utter fucking dokney shit out of my ass (im a dokney)

But that doesn't really happen in retro games I think unless there are some early 2000s indie PC games like that. (iirc it was more common in goofy pixel flash animations at the time)
