It's why C64 games look so damn good to this day, even despite the 16 color limitation. They picked the best colors. People could be forgiven for thinking that the Spectrum had only 8 colors, no, it had 16 like the C64. But its colors are so so much worse, lol. You can't make a good looking game with 'em, it always looks like some autistic psychedelic mashup of insanity. It's a cool aesthetic, proto-cyberpunk? But artistically it's shit.

If you're talking about platformers exclusively you only have a point due to Mario and Sonic. Outside of those two franchises, jap platformers have wonky-ass aesthetics and design. Then you look at games like Earthworm Jim, Oddworld, Banjo Kazooie, Rayman, Cosmo's Cosmic Adventure, Disney's Aladdin for the SEGA, Eco The Dolphin, and Commander Keen, and it becomes immediately aware that you're just unfamiliar with most western platforming titles, or being deliberately disingenuous.

Even during this time and even for the most successfull well known games, usually Japanese devs worked with more staff than western games. What this means is that in Japan you had dedicated people like a main programmer, one or several sub programmers, a level designer or planner, a sound guy etc and once the level design is gone the guy works on another project the devs had. Meanwhile western games tended to have less people but these people would concentrate on one project and do several different jobs on that project. Zool only has 4 devs credited. The average 8-16bit Japanese platformer from 1992 is at least 12-15 people.

Same applies to level design, they often liked showing off big levels without caring if it was a meaningless feeling maze.
