So long as the name continues selling, Atari will continue to pump out half-assed games. People will see the Rollercoaster Tycoon title and buy without a second thought. I think in the modern era splines for rollercoasters are the only way to go. If you ever look at how many sprites RCT has its crazy. The base game is like 30k sprites and the Junior Rollercoaster TRACK is like 570 sprites. I think the smartest solution would be to go 3d, then use some shader trickery to make it look super pixelated. I don't think that would be impossible

You could just do at runtime what was precompiled and shipped with the game: render 3d assets into 2d sprites. Store the sprites in the save. I'm not sure exactly what makes those rendered sprites as they are in RCT. Unique combination of cartoonishly textured and lit models, reduction in resolution and limited color palette? Doing that as 3d shader would be no more "trickery" than cel shading.
