Zombies are not scary, resident evil is not scary, zombies and giant animals would only be scary to children and they are incredibly boring, the reason they existand are like that? A virus wow, the final boss? A big zombie wow, it's not really a surprise the series went to become an action game.

Now Silent Hill's monsters are actually scary but also interesting, they are supernatural beings and all have deep symbolism and backstories behind them and their designs.

It's shame so many horror game are just copying resident evil and go the boring zombie, big zombie and virus outbreak road, even a human serial killer is more scary than that.

I don't care about horror stuff too much, but an Anon here described the SH monsters as 'things that go bump in the night' and that sums it up pretty well, I think
the problem with zombies and really any concept that's been heavily explored is that it's predictable. everyone knows a zombie is going to shamble towards you and try to eat you and how a vampire is going to behave, that predictability makes it less frightening
in my opinion that's why humans are the most frightening thing of all (Michael Myers or whatever else) since they're generally unpredictable and unknown, plus there's no real limit to the depravity and evil of a human mind

Even in Resident Evil they're the filler enemies that are barely a threat.

I dunno about that. Zombie movies were relegated to C-tier indie movies by the time the first Resident Evil landed, which was probably the starting point of the revival. It wasn't even much better in the 80s but they were more B than C at least. The last "mainstream" zombie thing before then was the Night of the Living Dead remake in 1990 or so, but even that wasn't a bigdeal or anything.
It was always a relatively niche and indie genre up until the late 90s and 2000s when Millennial normies turned it into a fucking joke just like everything else they ever touched.

Yeah zombies were small time for a long time until Resident Evil brought them back to the forefront. Besides the Night remake, I remember Return of the Living Dead 3 playing on cable semi-regularly for a while. If you were really into horror, there was stuff like Dead Alive that you and maybe a dozen other people watched. They'd pop up from time to time like in that Simpsons Treehouse of Horror segment or Zombies Ate My Neighbors where they were treated more as a silly joke. But that was about it.

Silent Hill 1's bestiary is indistinguishable from any random Resident Evil game. It's a mix of zombies, mutants, and giant animals. The only difference is that you shoot the devil at the end instead of some big gray guy or a flesh monster.

In my opinion the only real scary videogame enemies tend to be stalking predators, something actively tracking you. silent hill's roster could certainly be argued as creepier than resident evils but aggro from shambling creatures is pretty mild as far as scares go, once you're finished with your mad dash and the enemies are out of sight you're safe.

Zombies were scary back in the day, the problem is they're so overdone now that you have to make them unique for each new media to keep them scary, see the shibito in Siren as a prime example.

Also Silent Hill tends to be hit or miss with the designs, for every monster that is uniquely bizarre and frightening, there is another that is either lazily recycled from other games i.e dogs, or just plain goofy shit i.e burping patients and fat bastards, very few of which actually have any deep meaning behind them.

It's pretty obvious if you think about it. The game is upfront about the fact she was sexually abused, she literally calls the monster daddy, and she beats the shit out of it in a blind rage.
And the design is a very 'abstract' figure framed and covered in cloth. I would say understanding that it's meant to be a bed and represent him violating her under the covers is the only real thing you would have to look up.
