Is there any way to actually get this working on a PC with a USB adapter?

You can use a PlayStation to USB adapter.
The received input most likely won't be supported by anything though, you'll have to map it to something useful yourself.
I know there are a few programs that can do that, I'm just not sure about how well they handle novelty analog stuff.
