If Sega could go back in time to either improve (or remove) the 32X or Saturn, improving the Saturn would obviously be the best decision.

Sega Japan has a shady history of forcing their products on Sega of America to sell. You need to understand Sega Japan was not popular in Japan. Nintendo was owning them in the console market. So Sega Japan often "sells" products to other branches of the Sega company. These sales are recorded and make Japan look better on paper to investors. Then Sega Japan orders that branch to sell the product even if the branch protests and says the locals wouldn't buy it. Sega Japan just doesn't care. It's a very shady thing that often isn't talked about

The failure of the Sega Saturn hurt Sega tremendously. They lost around 1 billion dollars. And to our things in perspective, Sega was only worth 4 billion dollars in the 1990s. They were a small company compared to Sony - which were worth 50 Billion dollars.

There were only so many ex-SGI staffers to be had to help design your chipset and even if you gave the SEGA engineers a crystal ball they probably would still have fucked up due to not understanding the scope of the problem. At the time the best you could do easily was some western software rendering demosceners or something and turning their x86 algos into hardware is just a different kind of stupid to SEGA's sprite distortion hack job. I wouldn't be confident they'd fix enough of their problems to win.
fully supporting the 32x as a cheap holdover until the dreamcast would have been the right move. the shiturn forever ruined consumer confidence in sega consoles.

It gives Sega 32x a solid 2 to 3 years without competing with the Sega Saturn. Which is exactly what game studios wanted. They were afraid Sega would abandon the 32x after a year. 2. It gives Sega Saturn developers enough time to properly develop launch titles and polish them nicely. We wouldnt get the horribly buggy and low frame games that we got originally (like Daytona USA for Saturn)3. It gives Sega enough time to observe the market and see what other games are popular. They would have seen the rise of RPGs and could plan accordingly. 4. Sega can compete with Nintendo 64 and launch at the same time. It could be a huge event for gamers. Like how the Barbie movie competed with Oppenheimer on the same day. Both movies ended up hyping eachother up and made over a billion dollars each. It's a tragedy Sega Japan doesn't understand basic business.

Even if the systems had parity, Sony's marketing would have won. A Sega version of final fantasy 7 would have rappers and skateboarders in the advertising.
