It's the 1980's, it's early days, what are people more familiar with that has a lot of button? TV remotes and phones. Why the fuck you would ever return to this idea in the 1990's for your standard controller is beyond me.And even if they couldn't have a dust cover that folds down, which you should fucking design your cartridge based console around having, have one that folds up.

They probably figured having too many buttons and not using them all was better than having too little like the Atari 2600 had and it was likely simple and cheap to just slap some phone-style numberpad on there just to have a series of buttons. By 1993 though there was zero excuse. This was after the release of the NES, SNES, SMS, Genesis, Gameboy, Gamegear, TurboGrafx, Neo-Geo, 3DO, even their own fucking Atari Lynx. Their controller even had ABC and the equivalent of start/select buttons on it... yet they still put a numberpad on it! They clearly never had an idea how to make a controller, from the 2600 having one button, to the abomination that was the 5200, to the 7800 that... was basically a 2600 controller with two buttons.Just what was the thought process with the Jaguar controller? These buttons look awfully tiny and I think a more PC looking numpad with big buttons would be better. In most console ports of Doom, if you had the handgun equipped, and you wanted to switch to the chaingun, you'd have pull out the shotgun first, then the chaingun. The GBA port fixes this somewhat by letting you skip weapons by rapidly tapping the weapon switch button. If the handgun is equipped, pressing the next weapon button once would pull out the shotgun, but if you quickly tapped it twice, you'd go from the handgun straight to the chaingun. It wasn't ideal.
