If you are loading that SPC dump into real hardware to play to it, then you're right, but an OGG stream is mostly undiscernible from a lossless stream. However, an SPC file played by an audio emulator is probably noticeably different from the real hardware playing it.

as far as I know blarggs snes_spc emulator is bit-perfect when compared to an actual SNES
