Essentially all it could to was take graphics data already in CHR ROM and paste it on the screen, it could flip it and change it's palette, but it could not really "draw". Rather crippling for a game that relies on wireframes for it's visuals. It could not display something that was basically not already pre-drawn in the game's ROM, and even then it was limited to 8 kilobytes. (NES games in general were limited to a 8KB CHR ROM for the graphics and a 32KB PRG ROM for the code, music, and everything else, making the games max out at 40KB, SMB is only 40KB for example. Mapper chips later allowed bypassing these limits, but they could still only have the system access a total of 8KB of graphics data and 32KB of program data at a time, they could just switch out chunks of that 8/32KB as needed).Elite on NES got around this by using a mapper chip to map a RAM chip as if it was the CHR ROM and use the CPU to process the 3D graphics, and render them as tiles in said RAM, so the PPU could read them as if they were graphics ROM and copy-paste them onto the screen. This is also why the NES version of the game was only released in PAL regions, because they were barely able to make this work at 50Hz, they could not make it work at 60Hz.(Elite itself is an example of amazing programming in general, even the original version for the BBC Micro was insane how it only took up 22KB of memory but procedurally generated a universe of 8 galaxies with 256 stars in each of them complete with unique names)

I think a more plausible "what if" would be an early-mid Chinese 2000s release with flash memory rather than CDs. Famiclones still had a market in China as well as bootleg & homebrew developers. In a different timeline, maybe a very ambitious Chinese team could have developed something like the MXM-01 to push the NES beyond their competition + deter bootleggers since they couldn't just slap MXM-01 games on a multicart.
