What games played best on Sega Saturn?

Those are valid points, but the main reason to choose the Saturn version is that you move twice as fast using the 3D Pad analog stick, making dungeon exploration far more enjoyable and dodging in combat far more viable.

There is nothing wrong with games designed for handhelds to begin with. Console to handheld ports will always by definition mean a loss in quality. Console to handheld ports of previous generation games, even 'retro' ones, will have all kinds of shit to 'catter to the modern (at the time)' audiance.
Conceptually there is in essence no difference between the PSP 'port' of Devil Summoners and modern 'remasters' like Tomb Raider/Resident Evil Remake which modify the gameplay by adding things like analog controls, and actually in the case of Devil Summoners it's worse because at least in the case of TR/RE they present the modifications as optional (even if turned on by default) whereas in Devil Summoners they are forced on the player without even telling him the full extent of the changes.
The original Devil Summoners was designed for the old Megami Tensei dungeon crawling players. The PSP port is designed for the new MT fans of the era, the teenagers who became "MT fans" by playing Persona 3 or after; so the design of these ports assume that the players will consider the game shit or 'unplayable' unless all kinds of revisionist changes are made. Of course, these new fans don't like being told that and will present those new versions as "the best ones" even though they'd never touch the original or consider them unplayable because there is a minus 2 seconds load time before battles.
Soul Hackers on DS is less offensive as a next gen handheld port but only because the base game was more casual to begin with, even then we're still dealing the loss of quality that comes with a handheld and replacing some of the art like the new awful HUD.

I can't say I ever noticed anything; and I played both versions, but even if there are some occasional frame drops I'd sitll take the Saturn version. The fact that you no longer earn exp during Trials (even if that exp was minimal on PSX unless you exploited it) make the game more balanced, and it's compensated by the new spells some classes have, so that version comes off less as "brute forcing because I have a bit more exp than I should have" and a bit more tactical with the use of new spells.

The texture warping in the PSX version is also very distracting considering the amount of rotation and zoom in/zoom out the game has. The 3D in the Saturn version looks rocksolid. It can seem ironic but it's actually the sprites that look worse on Saturn, I've always thought sprite scaling could look like ass on Saturn (Guardian Heroes) and this is a good example of it, see for instance the guard in the top left here (Saturn on the left, PSX on the right); but I find this to be less of an issue than the texture warping

as for Saturn emulation, Mednafen should be very accurate, slowdowns included. This isn't like the N64 emulators situation which do get rid of slowdowns.

I'm testing it now and the only difference I notice is in turn speed. With the d-pad the turn speed is gradual, slow at first then speeds up; whereas with analog you get to choose how fast it is and as a result can turn faster. Walk speed seems to be the same.

Actually it might have something to do with the blue grid movement outline which also shows on enemy turns. The psx version had those transparent not that I care much.
I might give it another chance in the future because of the new spells but the first impression really soured my enjoyment.

The problem with handheld ports most of the time is the aspect ratio. Even if its 100% faithful, the gbc/gba have weird aspect ratios, and the ds has a weird screen. And you cant afford to put black boxes to preserve the aspect ratio because the screens are already so small. So you have to compromise the viewing angles
handhelds are also usually more responsive than consoles. The buttons send a signal straight to the motherboard directly. Consoles have to poll the controllers and console games made for modern displays have to account for the lag of modern displays
