This game had one of the largest marketing budgets of 2003. Larger than Tony Hawk's Underground, Madden 2004, R&C: Going Commando, Wind Waker, Prince of Persia Sands of Time, Enter the Matrix, True Crime, Medal of Honor Rising Sun, and many others

What are some other video games that were built from the ground up as some sort of massive multimedia franchise but failed miserably at it?
Zone of the Enders comes to mind. They released a movie the same day as the first game, followed that up by starting a 26 episode TV anime series a month later, and then released the GBA game the same week the anime ended. And the only thing anyone talks about today is ZOE2 which released a few years later.

I was going to say Koryuu Densetsu Villgust, but apparently that actually started off as a toy line.
I'm still going to mention it because that shit had everything, video games/toys/anime/manga/novels/some kind of tabletop RPG, all in a 2-year span and yet doesn't seem like it ever saw any real success.

Strider Hiryuu for the NES had its Japanese version cancelled. It had intro karaoke lyrics ingame for an anime op that ended up as a track in some soundtrack, and it was meant to promote a manga that never released outside of Japan. So the game was america only and its merch and manga was Japan only.

For Sega there's Nadisceco (a possible series ending, besides the anime and movie), Evangelion (lots of alternate endings), Utena. For Square Enix there's the Fullmetal Alchemist series. For Capcom they went as far as publish the very first Japanese translations of important Marvel comics as basically tie-ins with their arcade games, and Area 88 had its first manga localization around the same time as Capcom localized their arcade/snes games.

Gulliver Boy had games on the Game Boy, SNES, Saturn and PC-E along with a 50 episode anime and a setting that was pretty much made for a wide international release, yet besides Japan it only ended up in Spain and pretty much no one fucking remembers it anymore these days (Gulliver Boy, not Spain).

Popolocrois and Gunparade March by Sony, and Sakura Taisen by Sega sort of had multimedia franchises going on, but also their games were never localized but the anime version was still brought over by some random distributor. (In popolocrois' case the dub was spanish only too for some reason. Wild Arms released but it was an outside publisher)

Front Mission by Squaresoft is also a multimedia franchise with novels and audio dramas in collaboration with an external creative group, and rumor goes they were very pissed off that Squaresoft wasn't willing to work out a way to translate the supplementary work, or even localize the games properly (there were remasters released on PS1/2 purely to get the western audience to catch up but they went and never localized it) which is part of why the series is dead and why SE only did spiritual successors for it under another name.

Parasite Eve is another one but the original JP work the game is based on (with a very americanized plot) is obscure, and they treat it like a licensed work so they dropped the Parasite Eve title for its PSP sequel.

Magical Knight Rayearth got an action RPG by Sega on the Saturn, but SoA wasn't interested in publishing and so Working Designs worked on it. Then SoA tried to pressure them into changing the name and title to match the US dub of the anime that was eventually cancelled... WD wasn't cooperative being the absolute tools they are, and their version control for the localisation was so disastrous they lost a lot of the work and it was so delayed it was the last Saturn US release ever, long after WD already announced plans to stop supporting Sega.

That's just Psycho Fox with yet another licensed game reskin, the NES version (Kid Kool) was a licensed game based on a nip child celebrity. They just replaced the sprites with something that was on TV and appealed to children, and slapped it on an existing somewhat good game. After that reskin, they deskinned the US version.

But a better example is Sega's Zillion.

The English version changed the sprites so that it's no longer the (licensed) child actor with a baseball cap impersonating the (also licensed) baseball player.

Of course the rabbit hole goes deeper with the Brazilian version that completely changes the sprites to something related to a (licensed) toy line, and the Master System version never released in Japan.

So that game ported to 3 different systems was just the equivalent of those Mickey games by Kemko on gameboy/nes that had their sprites changed to every licensed property under the sun before kemko had enough and created their own placeholder (kid klown) and spinoffs based on him that are the only thing remembered from that nonsense.

But that's still not failed multimedia franchises. So for Sega I would like to cite another movie tie in that didn't go exactly well. Fantasia for the megadrive. One of the few to have the distinction that the original rights holder insisted on the destruction of all unsold copies.
