There's a reason it's not remembered or that no one talks about it. Unlike OP I actually play video games, and while Tourist Trophy nailed the handling of bikes, something past bike racing games struggled with, it also sucked as a video game due to a series of unfortunate decisions Polyphony made to make the game run on the PS2. Races limited to two contestants (you and the CPU) if you pick a street bike, and four total with racing bikes is gonna suck. Not only that, but the way they programmed the AI makes racing dull, as you're not really racing against them but they serve as a form of checkpoints - they're spread out but ride slowly and they put no resistance over being overtaken, so in the end all you're doing are glorified time trials. So yeah, it's a nice time trial game but doesn't offer much than that. It should've been delayed to the PS3 instead of releasing in such a compromised state.

Yes, a lot of it is rubberbanding, but CPU cars will rub against you, fight for position, act like they're racing. GT just has a bigger variety of vehicles participating in races which leads to the illusion of some drivers being better than others. put all the AI in the same car and they'll all drive the exact same line as each other turning in the same lap times, with the exact same gap between them. they even do this in GT7 when you aren't using that Sophie thing they've got available. you just notice it more in TT because the bikes they scripted to appear together in races tend to be much closer to each other in performance.
