If SNES is really more powerful than the Mega Drive, then why were launch titles already using expansion chips? Could the Mega Drive handled Pilotwings or F-Zero with expansion chips?

Nintendo always planned for the hardware to be expanded with expansion chips. It was part of their design philosophy. Keep the cost of the base hardware low, let devs have options for what additional hardware was on the carts. What kept the NES relevant but without the hardware limitations that the NES had. The DSP wasn't strictly necessary for Pilotwings, mostly it was down to Nintendo's late decision to not ship the base hardware with a DSP. Retooling Pilotwings to use only fixed point and SPC mul/div was too time consuming, better to just use the DSP on a cart.
The megadrive on the other hand wasn't designed with cart based expansion chips in mind. The cart slot didn't have the available pins to interface with the hardware correctly, it just had to do an address bus based polling system which always sucks. That's why the 32X had to use a video mixing approach because the hardware route was blocked off due to the VDP pin for it not being routed to the cart/expansion slot (and also non-functioning in most models.)
The megadrive would struggle to do 60fps mode7 even with an expansion chip for that reason. Writing all the blocks every frame just isn't in its wheelhouse, same reason why even if you put a Ryzen on a SNES cart you can't get Doom to run faster than 20fps.
It's why stuff like:

has to limit how much of the screen it draws to, but on the plus side it can use polygon like approaches and shape draws where the SNES is limited to just a single 2D plane. "Can X do Y?" is the wrong question. "Could X have done something we couldn't see on Y?" is a far better question. And the megadrive had more scope for that, not that the 90s devs really tried.

The Mega Drive is an honourable system, it shuns all use of cheater chips and relies on its built-in blast processing to annihilate its enemies. The dishonourable 2.68 mhz Snezz resorted to cowardly tactics like cheater chips to backstab its rivals like a Jew.

The NES MMCs kept it relevant and even managed to end up obsoleting the Famicom Disk System with the base system, which is kind of crazy if you think about it
Nintendo would have been crazy to not prepare their next system with even better capabilities
