I mean is Kefka still a threat? He's just chillin' in his tower iirc.

Of course he's still a threat. He literally strikes Tzen while you're passing by just because, and he destroys Mobliz offscreen as well. And it's implied he deliberately does this to keep everyone in perpetual fear and despair, as well as to make examples out of anyone who dares resist. He could strike at any time, and there's nothing anyone could do about it. That's plenty reason for the party to reunite and go fight him.

I do wanna say I wish Kefka got involved more often during the WoR, striking more towns when you least expect it or sending his minions after you. The only one of his servants you fight outside of his tower is the MagiMaster. Everything else is just random monsters and legendary beasts.

They added WoR mid-development when they realized they had a lot more romspace, just like the Zelda 2nd quest. Considering a lot of fans consider it the better half of the game, it's amazing it turned out as well as it did.

It'd be nice I suppose but the game is really more about finding your party at that point and once you do or feel ready you can go straight to him any time you want. I suppose they could have peppered in more events as you go but the non linear approach was still pretty novel.

Even though they continue to rebuild and survive out of sheer refusal to give in to Kefka's omnipotent bullying. When the party tells him that at the end, he completely loses it and rants that he's going to destroy everything at once just to show them.

There's some aspects about the plot and the characters that the game just straight up kind of forgets about or doesn't touch upon, either due to lack of time or poor writing. Cid was also responsible for a lot of horrible shit but nobody ever calls him out. As it is, the game basically implies you're cool despite whatever you did in the past so long as you come over to the good side and/or realize the errors of your ways.

What did Cid specifically do? It also helps that the very first time you meet him he helps you escape and admits that he doesn't agree with Kefka/Gestahl.

Cid was instrumental in creating Magitek, which was achieved via the torturous process of forcefully extracting Magic power out of live Espers, a process which they were apparently subjected to for nearly two decades, and said Magitek power went on to power the Empire's brutal conquests. He could've objected or quit at any time if he felt so strongly about what was being done, but he didn't do jack shit for some reason until the party comes along. It's a weird about face he does seemingly out of nowhere, and again, no one seems to decry him for it.

Like many scientists, he was probably held under duress. Makes more sense when you consider the tyrannical, genocidal nature of the regime he worked for. That's not to say scientists should have a Get Out Of Jail Free card, but he wasn't exactly attending CERN satanic rituals.
