I spent more time playing the SC2K demo on the disc than actually playing SimTown, that should be your answer.
I haven't played it in a very long time but I remember liking that it downscaled the whole thing to a more human scale. It was uh... cute and fun, but wouldn't replace simcity

You most likely got lied to by someone or assumed through screenshots
