Not really but he is a pretty good designer especially when it comes to Doom themed content.
He has created many excellent maps for both Doom/II. Sigil would be awesome if he didn't overuse the "proceed switch" mechanic and the package design had not been done by WiccaWannabe Industries.

Daikatana is pretty great on the n64.
The controls are fucking terrible, but you do git gud with them after a few hours. And when you do the game pops off since it isn't held back by the dumbass companion bullshit the pc has.
It was so close to being a masterpiece of a game. He dropped the ball hard.

A lot of this older fps guys were not as talented for game design frankly. Even Romero who yesbit a genius, hasn't actually made another good game in like 3 decades. Romero keeps putting out map packs for his older stuff, and now people remember him for Daikatana, which barely anyone has played and most treat it like a joke.

In reality, Romero was an immensely talented and influential game designer who flamed out 30-ish years ago and has been riding on the adoration of his fans ever since. To be fair, the same applies to Carmack and his long-bygone status as a programming genius.

Romero is a really talented game designer, but only for simple genres like classic FPS or casual roguelike shooter like Taco Truck. Once he moves outside his comfort zone and gets too ambitious, he's fumbling. Not so different from modern devs really, too many games have gotten crushed by their own ambition.

Carmack is part of the reason VR took off as much as it has. A lot of the latency issues were whittled down due to his contributions, since before he was even being paid to work on it.
I wouldn't say he flamed out, but projects these days require more than one crackerjack programmer anyway.
Romero kinda did flame out in the ion storm days. Partying. Drinking heavily. Burning bridges. Hedonism I say, hedonism!

But he's the reason Deus Ex got made. So that's cool.
