SoR2 simply has more going on than any Final Fight in terms of mechanics, which breaks up the usual monotony of the genre, it's probably got the exact right damage ratio for the genre making enemies not take forever to kill, and the character space and movement is improved despite the graphical downgrade. SoR2 has been a cult favorite because it's one of the beat em ups that solves a lot of the problems lesser ones have, while Final Fight is mostly beloved just because of legacy and Street Fighter introducing people to Guy and Cody etc who never even grew up with the original games anyway
