Sega stamped it all over their boxes to brag about how big their games were, and SNK ran an entire 100 MEGA SHOCK advertising campaign. It was absolutely a marketing tactic, no different from Sega's "blast processing"

Some of the smaller games I'm shocked how much they crammed in there like Thunder Force 2 or Castlevania 4 and then you have stuff like the Acclaim simpsons games which are larger but full of repeating tiles. Apogee shareware games had it in their text files too.

Because back then, game consoles didn't have hard drives or anything, you put the cart in and that was your game, maybe a CD (and the one thing stored was your save game on a card), obviously bigger was better as there was no negative side effect to such.
Now since everything installs to be on a hard diive/SSD or something, it's less exciting to hear that a game is fuck huge. They don't really market such anymore, it's just something they inform with no real fanfare, and everyone who pays attentions groans at yet another Multiplayer FPS weighing in at triple digit gigs for no real reason other than "Fuck compression!".
