About Dimps specifically? Because Dimps has made some great games like Street Fighter 4, Dragon Ball Z: Budokai 3, and the only good Sonic games in the post-SA2 era.

Producers don't have very much creative input on a game. In Japan that role goes to the planner (which we call a director).
The producer is just the guy running the office, hiring and firing people, keeping them on schedule, maybe giving the green light on or turning down very broad ideas about the game like "you can't do this because we're not going to give you the ROM space for it because it would cost too much".
