How would you approach something like this? This NES still works, but looks like it has been submerged in water. The RF shielding on the power/AV module is covered in rust. The module has to be desoldered to remove the shielding.

How difficult is it to remove? Are there any mods that entirely replace the module?

White vinegar
For a while
But then wash it off thoroughly with alcohol
Proceed to dry

I'm thinking of using desoldering it first. What do you think of using chip removal alloy to help desoldering the big joints?

You can remove it and replace it, the shielding doesn't actually do anything except create mounting points.

While it looks awful it won't actually hurt anything.

Could I just cut the shielding off or would you go ahead and desolder and remove the component?

desolder it, it's 4 anchors and the 5 signal lines.

I never used vinegar, that's neat. Also windex is acceptable to clean electronics with but clean with alcohol afterwards too.

I was able to remove it, using removal alloy helped with the 4 large pins. I'll try soaking it in vinegar overnight.

then desolder it?
i never soldered shit though. the shielding should be replaced. something 3D printed should be fine.

nasty. the other smaller metal parts looks like they should be easier to derust though. try Brasso or some kinda metal polishing spray. consider wiping them down with WD40 afterwards. WD40 is still one of the best anti-rust sprays(it's originally meant to be a water-repellant for airplanes) around.

t'll clean off the surface crud but it'll eventually come back as the surface coating has been compromised (see photo). this bottom part is fucked. better to scrap it or find a new one.

Throw it in the trash.

Some people online treat NES as a holy cow. Guess what. They never fucking touch it because it has no online achievements.
