Not a straight city builder, but with you as the emperor/king/minister who has to manage everything via proxies and policies. Not only are you charged with keeping the economy working, you also have to deal with corrupt politicians, fickle aristocrats, and shady merchants who all have their own agenda and are attempting to skim off the state as much as possible or secure supreme power. You have to balance actually keeping the state running while any of those groups could stab you in the back or just plot against you at any time.
