"or upgrade somehow" is extremely common. Gradius, R-Type, and more involve choosing a main weapon, upgrading weaponry, and increasing your ship speed. You should probably be a bit more specific.
On the other hand there's Tyrian, which either has or doesn't have experience points, depending on how strict we want to be.

You don't even lose your upgrades when dying, and you will as there are random battles with hidden bosses, as for your weapons you can select many combinations as you explore and find them, once you do find most of them there's only one which is unlocked ONLY in the new game plus, for the real ending which is why I dropped the same after the false ending.

This type of shoot'em up offers no persistent upgrade system. There are only temporary ones that are lost upon losing a "life", while weapons can get switched at any time if you pick up a wrong power- up. I find it insufferable. Arcade coin eaters ported to consoles.
