Namco gave the localization team $100, three pizzas, and a six pack of beer. Corners had to be cut. Previously, they just avoided dubbing the entire "post-game" (actually third and last act) in Legendia, and that didn't work out. For the Abyss, they decided to go back to Symphony's solution of not voicing the skits. Keep in mind, this is still all an improvement over Destiny and Eternia, which had the skits completely removed in the English version. Tales only consistently got voiced skits starting with Vesperia, but the trade off was increased machine translation errors to speed up and lower the cost of the translation.

I've been playing Symphonia and I like the idea of skits and fleshing things out, but holy shit you get one like every 2 steps. I just stopped doing them after a while because of how much it interrupted the game. Do they slow these down in other Tales games?

Early day Namco was stupid and did not take the tales series seriously in the west back then. Abyss did not even release in the US until the 3DS port.

No, anon, that was Europe, who were treated as an afterthought for JRPGs during most the the 80s-00s. US got Abyss on PS2 in 2005. It was however only the fifth game in the series released in the US at that time after Destiny, Eternia, Symhponia, and Legendia.

Not only did we get PS2 Abyss in the US but it also had several changes like balance adjustments, second mystic artes for every characters, an extension to Luke's first mystic art, new mystic artes for Nebilim and other small changes like changing the time window for some side quests and requisites for some titles.

From my experience they're not too bad in the other games, but do remember that Tales' appeal is heavily rooted in characters and their interactions.
