I have a low intelligence stat but i'm good natured in the real worl

So i'm gonna do what the pacman guy from regular show did, cheat

If I wanna crush Fallout 2, & make it out alive, what would be the best build & traits to do that?

Help me out here guys :(

Luck and agility should be maxed with strength 3+. The rest don't matter. You want to get the Red Ryder LE bb gun as fast as possible (it's easier to get as a random event). You want to get perks for 3 things
>increasing action points
>reducing action point cost of shooting
>increasing criticals

So you will get the best weapon in the game at level 1 and it will let you kill ever boss in 1 turn.
