Because both does the same thing in different ways. Let's say a game has the traits: "Sexy" and "Retard" which is basically just high CHA and low INT in terms of Attributes. Maybe if you are trying to go with specific aspects of CHA or INT.

You misunderstood my point. One takes priority over the other. Having both attributes and traits means that that one have significantly reduce its impact. Traits in a traits only system serve the same function as Attributes.
