The reason Morrowind is still unsurpassed in its lane is because of worldbuilding. Gameplay is meh (magic/travelling are the only fun parts), quests are bad in all regards except for the exposition to the world they provide, and the world is awesome. It's both fantastic and grounded, thanks to Kirkbride's quirky/schizo fantasy being grounded by Rolston and Kuhlman. That's why Tamriel Rebuilt will never be able to fill Morrowind's shoes and why Tribunal/Bloodmoon were so forgettable, worldbuilding not good enough.
