yes. or more accurately he attacks extremely slowly.
I have no idea how the PSP version works but in the original he also has massively high magic resistance. (Pretty much anything but Nuke and Bahamut do no damage. Holy works but he counters that with storm).
Looks like OP already figured out that Blink works great.
