The game designers have utterly fucked up this concept with tech skills lowering the "magic affinity" or whatever it was called.
This decision was idiotic for several reasons, the rationalization of it in the game didn't make any sense.
I'm willing to believe it's a legacy of the rushed development and many abandoned ideas.

It's not binary and that's on purpose.
A small amount of magic doesn't fuck up delicate machinery and vice-versa. It's even described with examples in the manual.

It could be salvaged with lots and lots of in- game writing to provide a fluff resembling the World of Darkness magic paradox, but there was no such thing, quite the opposite.

This doesn't happen, at best your spells weaken slightly because you're near a lot of tech.
What you're thinking is that your logic-driven tech user struggles to cast spells because magic is bullshit and it shouldn't work. For the same reason he is also more protected against hostile (and friendly) magic.
You can play around with the aptitude because, again, it's not a binary lever. Use stuff like Nature Mage and you can play a tech+magic character without issues.

Gnomes did some fucked up genetic experiements, but they objectively do a pretty good job ruling the Unified Kingdom. Arcanum also has:

Half-orcs are niggers and halflings are thieves, but they didn't do anything that bad. And half-ogres are suprisingly chill and reliable for big dumb brutes, can't even shit on gnomes there.

I highly recommend a mod that disables exp for hit and gives full exp for killing enemies, so you can play any build you like with any group you like without losing exp, like dark necromancer (summoner). I always play some kind of mod pack (used to play GrandFix, now I play Multiverse, which is essentially the continuation of it, yes its made by russians but there is English text option) and I don't feel like any of them affect mechanics negatively. It's basically bug fixes and reimplementations of cut content most of the time, with occasional inclusion of op shit which you can ignore (and it's not like there wasn't op shit easily accessible in the vanilla game)

At the risk of sounding like a gnome apologist, and practically speaking, that's a match made in heaven for them and arguably worth the risk of your reputation in a "modern fantasy setting". Thankfully gnomes don't really show any outward intention of trying to conquer the world with their army of half ogre super soldiers, but they are far from that point and that's a problem for another time.

One question about this... Who is their meddling actually for? Gnomes are cosmopolitan, don't have a homeland or central authority, they integrate everywhere. Maybe there is some shadowy gnome group that is trying to influence politics in some way, but you could argue its not really a gnome conspiracy, unless they are somehow all in contact with each other and have it planned. The average gnome is probably just like that one pervert in Tarant. They make money, they buy a half ogre bodyguard, then they fuck a lot of sloots.
