Set in Valenwood, with parts of southern Hammerfell and eastern Summerset, plus several islands where you can establish hideouts.

You play a prisoner being transported from Hammerfell when the crew mutinies. You escape and begin stranded at sea with a ship of your own. Your ship is your home and main base: you can recruit a crew, upgrade it, send it to other ports, and eventually turn it into a floating city. Some settlements, such as Silvenar, are themselves navigable cities built around waterways.

The game takes place 15 years after Skyrim. The Stormcloaks won independence, but it lasted only three years. The Empire invades Valenwood at the start of the game. You can aid, sabotage, or ignore the invasion, but the war continues throughout the game without a major map change.

The main story revolves around the Imga, whose sudden intellectual and magical awakening sparks a revolution. Their origins, the forces behind them, and the threat they pose are gradually uncovered.

Guilds can't be openly joined. You earn invitations by proving yourself: selling stolen goods, stealing a Fighters contract, outcompeting a merchant, or learning about hidden factions from your crew. New sailing and magical guilds also exist.

Fast travel was originally limited to ships, though a Mark and a Recall system was later added.

Spellcrafting returns. Character creation combines race, background and class. Alongside broad skills, characters have Knowledge, graded A1–C2, covering weapon types, specific spells, sailing and social abilities. Knowledge is learned through books, quests or trainers, while some classes begin with native-level knowledge.

Attributes return, reduced to four. They mainly determine secondary stats and stamina/magicka progression. Skills can reach 150, and increasing a skill grants perk points for its respective perk tree. Attribute per level progression can also provide additional perks that can be spent across their governed skill.
