Suikoden no doubt , its cozy, high fantasy, extremely diverse and light hearted but there is enough tragedy and drama to keep things interesting

Assuming they still work like the actual games so my knowledge of the mechanics is still worth a damn, Pokemon HGSS is my go to. I've thought about how I'd go about it a lot too, mostly back when I was obsessed with the games

High quality decision. In TES magic can be learned (and everybody have magicka) in scholary ways, so anybody with over average school performance can probably become decent mage.
But TES III is best cause nothing is really happening. No dragons, no Oblivion gates. You can collect some flowers and mushrooms for Khajit as part of your "important" guild duties and go on with your daily life, knowing Nerevarine will eventually stop Dagoth before things get fucked up too much.

The medicine in Star Trek is a huge clusterfuck of nonsense, though. They have *canonically* done things on-screen in actual episodes that would guarantee no one would have to ever die ever. For any reason whatsoever. Like, multiple extremely different ways of accomplishing this.

I would not call them hellscapes. For majority of NPCs life in your typical jRPG world is just doing the daily job routine, with some demon lord attack once in a while, for plot reasons.
The thing is that player character is usually not a typical city dweller but an adventurer, fantasy counterpart to a hobo. Even irl being a homeless traveler is kind of a shitty experience.

Honestly it depends upon the netherworld. The only world we really saw prinny abuse was Laharl ;s.

The important point is you will need a boss that allows you to use the Dark Assembly to reincarnate into a demon from a Prinny. The number of demons like that can be counted on 2 hands and most are protagonists or unique characters in the series. There are some cases:

1. Adell. He is chill and a kind master. If you work for him, he will allow his comrades to reincarnate as a demon in the Dark Assembly.

2. Fuka. Valvatorez and Fenrich like her after she has fought with them as allies from numerous battles so they go easy on her with the Zettai Prinny Project. She is allowed to live freely with them and is in higher position than other Prinnes even through she is a Prinny. She can reincarnate as a demon but she doesn't want that and it's her only option after the Fuka's show.

3. Killia. He is greatest boss for the Prinnies. If you work for him very hard, you can expect to be rewarded.

4. Zed. He treats his Prinnies well to the point one of them is ready to sacrifice itself to let him escape against Super Overlord Baal.
