Do it in the Pixel Remaster, since you can turn experience gain off and fight every battle. Someone on here already confirmed that you can recruit Mog last in the World of Balance. The only issue you will have in the Pixel Remaster is the Vargas fight. You cannot use Pummel against him immediately, you have to wait until Sabin triggers the tutorial. The first fight against Ultros is impossible unless you level up Banon a bit.

I suggest combining it with a 'natural magic game' (don't learn spells through espers or equipment) since that makes characters more unique.
Also it's probably better if you don't worry too much about getting the absolute lowest level. Not because it's difficult, but because certain dungeons have random battles that you can't escape from and therefore are forced to get exp or reset and try repeatedly until you make it through without encountering those enemies. And in order to manipulate the level characters join you have to recruit characters in a particular order to keep the average level down and you can leap gau off at the veldt. E.g. you need gau to soak exp when you go to the floating continent, then you need to gone before you recruit shadow. The floating continent has inescapable battles.
In retrospect it was probably a bad choice to aim for the lowest 'average level' since gau did way too much damage with fixed dice.

You can already grind on the veldt, kill cactaurs, steal and run, etc.
I haven't played the rereleases, but if I had the option in the 90s I would have used cheats. You'll get the same gameplay experience minus some time-wasting stuff that adds no actual challenge. If anything you might be able to beat the game at an even lower level, making it more challenging.
Only thing I can think of is that you have to skip some fights since they give exp, e.g. with 0 exp cheats you'll be able to fight the guards at the imperial banquet.
