Skyrim gives you Ulfric as a premise and never pays it off, a man whose entire psychological weight exists in the loading screen text and nowhere in the actual game. You meet him twice before Helgen, watch him shout the High King dead in a cutscene you barely see, and then spend thirty hours hearing other characters debate his soul while he stands in his throne room giving you fetch quests. The civil war questline runs maybe four hours total and resolves by taking three forts, which means the most politically complex character in the game is resolved through the same loop as clearing a bandit camp. His trauma around the Thu’um, the capture, the torture, the Thalmor using him, sits entirely in a dossier you find in a Thalmor dungeon and he never speaks to it once. Bethesda built a man interesting enough to deserve this scene and then shipped him as a quest giver.

it's just limitations of game development. skyrim is insane for how quickly they made it. you ever play the game with the compass completely turned off? despite TES:Oblivion possibly being the spawn of "just chase the quest marker", the landscape of Skyrim is astoundingly designed to lead a mapless, compassless player to every enchanting nook and cranny. Little clues from a road that something might be up the hill or down the valley. Dragon roars that roll down from the mountains, waterfall-filled glens that jumpscare you with dryads. It's fucking incredible, made in 3 years including engine upgrades and voice acting, and the game is FIFTEEN years old. So did they bungle the potential in the story telling with ulfric and landing on a standard town size of 5 houses plus a jarl? yeah, ok, maybe

This is an action adventure game, not an RPG.

isn't there a negotiation peace treaty option or something? its up to you whether you want the civil war questline to end through the same loop as clearing a bandit camp.
