Pretty sure they mentioned background races but they're almost always just one line short of a paragraph with little explanation as to how the Protoss dealt with them (I think one of the races mentioned was some literal caveman-tier tech that the Protoss regrets genociding so they left stragglers behind). Before discussing gameplay with the suits, first you have to hang the guy who, for decades, insisted that everything must be "Starcraft must always be multiplayer oriented so if it appears in singleplayer it must be in multiplayer too and we must always have three playable races in multiplayer only" before proceeding.

In short, I wouldn't make the game. But only because the guy who insists on Stellaris-tier BALANCED FOR MULTIPLAYER GUY is some higher up who has more stakes in the company than the guys who make games.

Faction 1:
The Burning Legion invades the Starcraft universe, because Kerrigan fucked up the timeline with her ridiculous Mary Sue shit.

The Burning Legion plays by their own rules with various slave races they start out with like Fel Orcs for example and need to tech up for a while, before having access to their proper Legion units. They also have heroes, which no other race has access to.

Faction 2:
The Terran Dominion
Split the Terrans up into two faction. A more proper Imperialist Military, which invades from Earth and a rag--tag semi-criminal rebel group, which uses dangerous technology and guerilla tactics to get an advantage.

I'm not sure what the gameplay would be, but ONE of the new races would have to be the UED. remember how they were hyped up to be the strongest, and that the UED fleet we did see was just not really a big part of the main UED (but still managed to basically fuck everyone over for the majority of brood war)

The best way to do it is to make 3 factions a struggle of survival and balance of power, that makes new from the old

UED comes in full force down on the Terrans. Surviving Terrans are backed into a corner and in desperation turn to the Protoss. Protoss have internal strife coming from the pressure to respond to what essentially amounts to internal politics but they also struggles to just ignore it because the UED does pose a new kind of existential threat altogether. This internal political strife among hte Protoss causes a new Protoss schism, the fractured Protoss that refuse to be involved with the Terran are captured by Zerg strays (the action of now-rogue and surviving Cerebrates, who see their own ending by reaching the next level of Zerg evolution), and the Zerg uses them to evolve new Protoss-Zerg Hybrids akin to the Xel'naga, but wholly their own beings: The new Protoss praising their own "awakening" in the same way Kerrigan acted after her emergence from the chrysalis- seeing the life as this new-Zerg as a unexpected fortune. Meanwhile, the Terran-Protoss alliance has full cultural cross-contamination: ie. units like Marines and Firebats becoming enveloped by the zeal of the Protoss Zealot warrior caste, cybernetic legs and all, Templars finding a new level of Zen working with SCVs and replacing the decaying drone fleet, etc.

So you got:
A hardline UED desiring hegemony with absolutely sick earth technology
Classic Terran mixing with Classic Protoss and becoming the best of both
Consequentialist nu-superaliens high on power
