As with the title - Do they exist? Preferably something autistic, realistic and rich in detail akin to Rule the Waves or Aurora.
Hard mode : something newer not from Dos/early PC era
Harder mode : something set in late cold war/early 90s for that classic Twilight 2000 vibe.

I'm almost fucking sure that I've seen a Fallout-like Sims-style game somewhere maybe even a decade ago but I never got to play it. I don't remember the name either

How is that significantly different from dwarf fortress played in a desert or on a glacier? I don't see how being post-apoc enriches, enables, or is needed. I am not saying they aren't good ideas just that post-apoc as a setting doesn't introduce anything you can't do with other settings, especially old-timey ones since that's essentially all post-apoc is: going back to a pre-industrial era, and since European medieval and other such societies are more popular than post-apoc, there you go.

I do think it would be fun to take a bunch of ruined cities and rebuild them while managing trade between them so you can get society running again in a Max Max style world, but that's less of a colony builder at that point. I suggest playing Cataclysm: Dark Days Ahead or one of its spinoff branches and putting in a high NPC rate and trying to make a colony there by building bases.

The only game I can think of that isn't mentioned is Rise of Industry with the 2130 DLC, where a complete ecological collapse occurred after rampant industrialization, and you have to build new production chains from resources mined from city ruins and clean up polluted areas for farming.
