World tension was at 0% after the big WW2 and non-aligned nations can't declare war on other countries when world tension is below 50%.Meanwhile, in EU4, I can declare war on whoever I want, whenever I want.This is why EU4 is the best Paradox game of all time. HoI4 shouldn't have world tension. Countries should be able to declare war on whoever they want at any point in the game. There's nothing stopping any country irl from doing this. No arbitrary number can prevent China going to war with Bhutan if their leader wants to.
