Accepted cultures do assimilate passively, they just get a penalty for it but you can easily overcome that with other modifiers.
Like here you can see Frisian and Westphalian being assimilated into Low Franconian which is my primary culture. Firisian gets -75% from being accepted which is needed for the core in this case but the other modifiers cancel that out and more.

South Holland where my capital right now is under current system has excellent pop growth because it has large food storage but it doesn't actually make much food because it only has one (bad) food RGO. Meanwhile a province like North Holland also has excellent pop growth because it has large food storage but it also has excellent food production because of the 4 food RGO's. Under the new system south holland will have worse pop growth because it can no longer just build storage and get the food from north holland so that addresses one of the 3 levels of food abundance. If a province doesn't/can't produce much food it misses out on the "Food Surplus in Province +0.15%" bonus, yes, but it retains the "Cheap Food here +0.10%" and "Stored Food in Province +0.10%" modifiers, which under the current system of the game will ALWAYS apply. Food is cheap everywhere, because every market has an absolute surplus, and that is what determines food price, and stored food will always be full, unless you're marching an army through there and draining the food, which obviously isn't the default state at peace time. Even stationing an army there it will eventually reach full storage, through the market buying more food.

Almost all provinces in the game naturally have a food surplus due to having food RGOs, the Arkhangelsk province in question has a fish RGO, so also has a food surplus. So it will receive the full effect of all 3 food modifiers. Cheap food (Arkhangelsk market has enough food that that the price is low), Food Surplus in province (aforementioned fish RGO), and stored food (all provinces naturally fill up to full and then sit there)

Sicily feels like it wants to be super powerful, and I'm sure it all starts to come together around Age 3 with the upgraded roads and full sea connectivity, but it's so very hamstrung by geography and setup. You have some good money-making rgos - silk and sugar - but they all already have towns on top of them. Almost all of them are on the other side of your very mountainous island from your capital, so connectivity is shit for the first 50 years. The island is split between the Naples and Tunis nodes, but doesn't have good market access to either. You really have to scrounge around for money until the roads are built out and you get the silver mine on Sardinia

I think they are technically capable off it but practically you won't see it happen. Integrating them takes a long ass time and you need to pick tons of laws for it to even be possible (most of which are actually worse than just having a pocket PU) not to mention that at least on paper 2 AI's are actually stronger than 1 AI that annexes both thanks to control. So you will never see something big like Denmark integrating Sweden or Poland integrating Lithuania even if they pick the laws because it takes 200 years to integrate, you may see pooper farten integrating shittin street though but you won't notice when that happens.

Some AI's may be coded to actually push for PU annexation but I dunno, not enough data to visually confirm that ever happening. It's probably just too complex for AI to realistically plan and then handle properly.

Also it should be said that while large PU's are practically impossible to integrate small PU's while technically possible to be integrated will probably die before they get the chance to be integrated.
In my ongoing Holland game I have had to resurrect my PU Hainaut from 1 location twice already because it keeps supporting french rebels and then France takes most of their stuff as a snack. At least I had the smarts to build a fort for them the second time so I got there in time when it was being sieged down for the third time. If I was AI my PU partner would have been gone at least twice. The fact that they don't have unified diplomacy means they are extremely vulnerable to stuff like this (which is not a bad thing btw) since the union itself takes up pretty large chunk of the junior partners diplo capacity but there's no guarantee the senior partner can or will actually help.
I bet if you actually observed HRE and counted the PU's most of them would fall because of the junior partner being annexed like this or because of heir problems which I doubt the AI can fix very easily either since it takes some planning to change your inheritance law and then force the junior partner into the same law and heir immediately as well. Minority of the PU's would survive these two factors and most of those would probably be too large to annex.

See I don't think there's a number rebalancing you can do on them that fixes the fundamental problem, which is that it's free mana on a poorly tracked cooldown. It's either so good you play around getting and spending that estate satisfaction on cooldown, or it's so weak you don't use it at all. If Tinto wants estate satisfaction to be tracked and spent separately than satisfaction equilibrium, they need to thread a tough needle on what benefits it gives you.

Why didn't they move the start date ahead like 20 fucking years so we could just start during the red turban rebellion.

It'd unfuck Europe too because the Golden Horde would already be collapsing and Lithuania would already control half the Rus, Bohemia wouldn't start in a war with the Teutonic Order for no reason, the golden BVLL would be passed already, and France would already be fucked up by the early parts of the HYW so it's more balanced.

The whole country you set up is pointless because it collapses. The red turban rebellion doesn't even let you buff your chosen faction, as soon as Chen rebels it's all over because they have 100k+ levies and you can't raise any, so even if you go into giga debt for mercs you can't possibly oppose them, they just 10:1 your stacks. Of course you can still switch to Ming and win later, but the point is you're idling there for 20 years fucking around with a bunch of Mongols that stink up the whole region for the rest of the game, not to mention all of China being Mongolian creates a bunch of Mongol assimilation on the other side of the globe. I even had a rebel state in Iran annex some locations into Yuan because they were mongolian.

Navies do work, the issue there is specific oversight on how naval manpower and levies work when all you have is rural coasts. Imo all coastal rural locations should just come with fishing boat transport levies for the first 2 eras which would solve this issue.

I think they are based on either the provinces or the pops, I suspect provinces. They are simulated to be "born" somewhere and take on the culture and religion of the source.

Well you did kinda leave out most of your expenses but you are presumably paying for stability and buildings which are consuming most of your cash.
Your income to expenses ratio is alright considering the seeming disaster you are in, you could look into your expenses a bit and see if there's anything you don't really need. Some buildings are kinda worthless but cost a lot. You need to either use your navy or disband it (sans one ship). Patrolling the Aegean with it will increase your control all over your coastal territories so I would recommend doing that instead of letting it sit in the ports. You need to get legitimacy off the ground as well and for that you need to be able to spend more. I suppose you are at 0 for a reason but when you do start make sure to get an advisor working on it too.
You should look into your income more, all of your taxes are really low and nobles and burghers in particular have lots more room to tax. See if you can get a privilege that lets you tax them more. Building anything is pointless when your tax % hovers around 0, you won't get anything out of it anyways so don't bother spending your gold on developing. You should however make a subject or two out of your lowest control lands, your tax base is only 75 while your wealth is 230 so your average control is going to be pretty low. Vassals will pay more than you lose in income, raise your average control and lower your economic base so cost of court will be cheaper.
You shouldn't really be in danger, get yourself an ally or improve relations with biggest concerns and then disband your professional troops if you need more money or leave one unit so you can have your ruler take command, similarly you should put another crown character in charge of your navy, that will boost your crown power and give you more max tax on estates and trade income as well. Deal with the disaster before expanding further.

I guess the native policies themselves are alright in their balance if you consider from perspective of colonizer that doesn't intend to interact with the colonies too much. Integration gives you peasants which are better than slaves or tribes and humanism, but no estate. Subjugation gives you slaves which are still good and could be shipped out and serfdom, but makes keeping the estate harder. Trade gives nothing but the colonization efficiency is good cost saving if you colonize a lot and the estate is alright bonus I suppose as well.

I think for this game I will just go with Trade, establish a few trading posts and try to keep the estate alive. Then in another game with Spain or something do a proper colonization and slavery game and see how that works out.

Just bigger number = gooder. Though you should be dividing your profit with the construction cost if you want to be specific. It should also be noted that normal buildings sort of cannibalize each other so if you have a building that says +0.10 but then you build it it will push down the price of that good so it will be worse in practice, meanwhile it will boost up the demand for it's dependencies so those may become more profitable. Even small swings in the price can make the entire building unprofitable. RGO's don't share that because they don't have input costs so they will always generate free money, cheap RGO's also improve the profit margin of your existing buildings so in practice RGO's are better than they look and buildings are worse than they look.

It's just kinda shit. On a technical level it does allow you to squeeze out more taxes out of your pops since peasants are easier to tax and in general enfranchisement privileges are good. It's just that that theoretical edge pales in comparison to the actual edge of just taxing nobles and keeping enfranchisement down and peasant taxes low for happiness bonuses, even without the building upkeep bonus and the raw materials bonus. Free subjects has lot of "collateral damage" coming in from privileges and policies that you would otherwise want so so it's more of a "how do I avoid this while taking all the good bits" type of value.

Like the other guy says I would just mostly larp with it. The pop promotion speed is a good modifier and like I said you can get good taxes out of the whole thing so it's not like it hurts you, it's just noticeably worse than serf maxing.

Trade tbqh depends really heavily on where you are. Western Europe, Med, and Northern India it's not very good, because the node density is high, everyone else has a lot of trade buildings, and price differentials are minimal. Neither should stone or wood though at least wood has the excuse that there's no separation for what you might consider wood and naval lumber (which is very much worth importing), stone is already split into stone and marble (and I guess sand). I think governors aren't bad idea conceptually but they are just extremely gamey with the way they are implemented right now. Very mana esque thanks to being basically just base values and no advantage for being large and wealthy or tech advanced empire. I would prefer them if they were unlimited but softcapped instead. For instance -10% proximity efficiency per placed governor. That one would leave them open for the "make everything a city and put a governor on every tile" strat though so maybe -5 proximity from governors per governor placed or lower the innitial governor bonus to something like 50 so cap is still stronger for a long time. I can sort of understand few of these slipping in, there's just a a huge hodgepodge of various styles of modifiers. -0.5 could mean anything from -50% to -500 to -0.5 to +0.5 depending on the modifier it's pointing at. Like here it's -500 pops a month I think but it could be -50% or -0.5 pretty easily and some modifiers have an inherent "-" so -0.5 turns into 0.5. That being said there's way too many mistakes like this, it's not just couple slipping past the cracks. It doesn't help that the modifiers aren't consistent at the engine level for some reason.
Like the content coder had the correct idea, -50% migration is a suitable modifier for a granary town. It's just that -0.5 didn't do what he probably thought it would and it wasn't tested.

What's there to elaborate. Political influence is good. Free subjects change is good. Quantity is good. Estate armies are good, especially if they use these to make stuff like hordes or mamluks fragile. Discriminate cultures is good. Migration is good though probably useless with the way it sounds like it will work. The legitimacy changes are good as are the republic and theocracy changes and their cap only buildings I suppose though pretty low impact for most runs. Dhimmi change is great if you play as Muslim. Revolts have been weak as fuck since forever so anything that buffs those is good. Demand leadership in war basically fixes 80% of the problems with the wars allowing you to take control over various meme wars, probably the best change on the list. Removing trust cap to save on save file space is good but also extremely hilariously incompetent of them. Diplo cap to 3 is great. The various diplo actions registering without diplomats or opinions is great.
I don't think there's anything I particularly dislike, some totally nothing burger stuff there like the automation but that's just because I don't use it. I guess the private armies couple be ship if it's implemented badly but I suspect at worst it's just another nothing burger instead of being relevant which isn't good but it's not bad either.

My argument is against the gamification of grand strategy.
If I'm playing CK2 and choose the family focus I essentially gain nothing other than a fertility boost, a health boost, and I'll get some events about it.
If I'm playing CK3 and choose the diplomacy lifestyle I'll have a constant ticking bar of points to spend on bonuses and unlocks and level ups.
The former is enjoyable for roleplay and immersion.
The later is enjoyable if you're a dopamine addicted zoomer who feels he needs to constantly be accruing points so he has a visual representation of "progress" rather than just enjoying the story for what it is.

It says on the tin that the player can take control over them so yes you (and the AI) will presumably be able to use them as if they were your own regulars except if you piss off the estates. This is what makes it a good thing, they could even fix mamluks with this, not the meme plague. Imagine if Mamluks had a privilege that allowed their nobles (or maybe peasants) to have significantly more professionals but much less regular levies. That would give Mamluks a potentially powerful army but one that's fickle and at the mercy of their estates. Give them couple bad events that lower nobility loyalty and that opens them up to be broken. Maybe even tie it up to the current ruler losing a battle so when they lose a battle with their main stack the rest of the troops just peace out and abandon the cause.
These will at least hopefully help balance the power curve in the early game by adding some "free" regulars particularly to large nations so France and the like don't start with same amount of regulars as memeingen and then suddenly explode when armories come around.

Earlier this year some guy posted it was in dev hell because they were having to play around with the control mechanic because Anbennars geography essentially makes most countries unplayable (mountains everywhere, every continent is isolated from each other, the serpentspine, etc. Plus at this point I'd guess they'll just wait until Ambitions are out.

I know they mostly expelled Tatars so yeah in a way you would use expel cabinet and migrate your Muscovy pops there. But for some reason it also doesn't really convert the place. I like the idea of pops being culturally Tatar and Sunni but if you just pop Orthodox Muscovite pops there it just not working. They should really work about that now that's it technically in the game but not fully implemented.
Like when Russia annexed Crimea in 1700 they mostly expelled all Tatars from there and migrated Ukrainians there. Also Finland and Poland were Grand Duchies of Russian Empire, so in a way Dominion type of Vassal but not really Vassals so i wish they could add things like these i think in EU4 they were PUs.

You want to set it to automate and set the happiness target 100, that way if you do get them above 100% you start to get bit of tax.
You should tax burgers. But yes if you aren't taxing burgers then buildings don't really matter. They would still generate income for nobles and peasants to tax but the more you build the more burghers are born and more they steal the RGO's taxes.

It is silly however that one levy tech instantly transforms millions of people into armed and armored warriors of the next era. If you're wondering what the implications of this were (having progressed the campaign some 150 years since the screenshot): Basically, England AI is retarded and left their French lands on zero control the entire game so the only real change is France being much weaker. The bordergore mess remains entirely unresolved with Paris still encircled.

Some values are easy to push others very difficult. It mostly comes down to picking the privileges and government reforms that support the idea, disabling anything that opposes it and applying the wizard action to shift values which can usually do another +0.2. Some things get regular boosts with parliament land/naval can be pushed with flat parliament values while stuff like innovative/spiritual/defense have pretty frequent +0.5 monthly while the debate is ongoing options you can use. Crown power suffers from diminishing returns due to stacking, at least so long as you are increasing it with the same modifier (namely the +crown power % boost). The first +100% you get is much more impactful than the next +100% while the second 100% is also harder to get. Any extra crown power is still always useful but the trade off to getting it may not be worth while. For instance Autocracy and Royal Decree which are the first generic crown power government reforms that you may think might be worth picking up just aren't all that good actually. The 10% you gain from those could be gained by making a single ship and putting your ruler in command as an admiral for instance which gives 25%. Favoring the elites or wealthy in particular are also almost always better options because they let you tax the chosen estate harder which is useful if you can cap out that estates taxes. So even though the crown power is tempting it's actually typically the worst option for that particular law. The rights of X laws have similar drawbacks in picking the one that just favors the crown, buildings have a monetary cost and upkeep, government reforms are limited by slots etc.

They are pretty good but they aren't going to be economical in comparison to actual economy buildings until lot later except in your key cities. Like you probably want them asap in your 5 highest control cities or town but anything beyond that has typically pretty marginal returns until later in comparison to a good green number go up building. But I do think the way the AI changes leagues is outright broken: in my France game I had Milan and Naples as junior partners in a PU, both """diplomatically limited""" and with 100+ opinion, and the Pope as an ally with 200 opinion. But all of them would leave my league at literally the first possible opportunity, as in within a week after the action was enabled for them, to join fucking Arborea. IMO it should end when one side reaches a critical point, holds for a short period, and isn't at war with any other league leader. That way you'd have an incentive to be constantly politicking rather than just blobbing and gaming wars/invite dates to ensure your junior partners/allies don't bail at the last second.

Yeah I had the same experience as Milan, and the entire time France/Austria (not Spain for some reason, but I'm sure it happens in some campaigns) were deccing me every 5 years just to get curb stomped on bad terrain and then peaced out for cash. It got to the point where Austria would be like +20 for accepting white peace on the same day they declared war: they're basically railroaded into do it by the game. I suspect this is also why some of the large scale wars you see as an outsider are basically just fake news and lead to zero changes: the AI doesn't actually want the land it's declaring war for but is semi-hardcoded into declaring it anyway.

You really don't need fort defense, I mean it's nice and all but practically it doesn't really matter how long AI takes to siege a fort when you are just going to use the fort to bait a defensive battle anyways. If you are unironically sitting behind forts with no real plan to fight the AI army then you are either in a real bad spot or you are larping as fortress georgia or swizz or something with stacked up enemy attrition (which I might add is absolutely hilarious). The army move speed and assault ability in particular but siege ability and logistics distance are all fantastic modifiers you just never want to give up if you ever plan to actually fight wars. I guess defense is fine if you never really plan to fight but want to be ready in case the AI does declare on you but even then it's kinda mid.

Decisions are a good inclusion, even if they seem to largely be a reskin of certain events that's still better because you can actually see requirements and plan accordingly (you can do that with events too but it's inconvenient and I'm sure plenty of people don't check it).

Suez canal would maybe theoretically be buildable with an obscene level of investment but realistically should also be an Age VI tech.

Panama canal is another matter: even with 1880s tech the French spent 7 years on it and failed. Hopefully they implement them as a "situation" where you have to organize a workforce and deal with disease and whatnot, with the understanding that the initial investment might be only a tiny fraction of the total cost, because 200k ducats to build a canal is laughably inexpensive for late game economies, for something as obscene as building the Panama canal with pre/early industrial technology.

Think about it, the games have all sort of inherited the pre-SJW zeitgeist through their names alone.
Victoria shows the game is supposed to be about European imperialism, even though V3 has many anachronous takes like Africa starting at 20% literacy.
Europa Universalis shows the game is about Europe becoming global trade hegemons, despite EU4 and EU5 increasing the focus on the rest of the world shitholes.
Crusader Kings shows the game was supposed to be able European feudal knights crusading for christendom, despite the game now being set in everywhere from Liberia to Papau New Guinea.

I think this is only true in principle not in practice. The main problem is that to be epickc for 500 years the game sacrifices the most interesting parts (colonization, reformation, global trade) behind a 200 hour and 200 year wait until you get to have fun timer. If I play even semi competently then the game is largely wrapped up before any of this stuff gets to happen wishing I could actually get to play war of religions as it was intended, if not it's sitting at max speed waiting for time to pass wishing I was doing something else. The game just really lacks competent AI opponents and meaningful roadblocks to snowballing in the first 100 years which ruins large parts of the enjoyment one could get from repeated play troughs and I'm not particularly convinced that roadblocks would even help I suspect they would just increase the tedium in the early game.
I just don't think the stuff the game gains from the first 100 or so years is worth having to play trough the first 100 years to access the rest repeatedly.

Really now if I had some kind of monkeys paw and asked EU5 to be done again but this time betterâ„¢ and the trade off was that it was made by EA isn't this exactly how they would design the game. Ottoman empire, maybe you want to exceed historical borders and siege Vienna. Again you just blob in the 1300s, and simply by constructing buildings you easily have the world's largest economy and army by 1500, goal achieved. Then what?

Russia, maybe you want to colonize all the way to the pacific. Well by the time you get there, your homeland will have 3000 tax base, so what's the point? You'll make 9999 ducats a month. Maybe you wait for Columbian Exchange just as a victory lap, fill Siberia with chili peppers and make 99999 ducats a month instead. But to be honest, you already won pre-1400 when you beat the golden horde and kiyev, there are no other threats after that.

The game passes time way too slow which made them frontload the economy so players don't get bored, but this means the game progresses and snowballs too fast. it's the worst of both worlds, it's slow as fuck to play but way too fast to win.

Every paradox game has a "money doesn't matter" point after which it's unbalanced and often kinda boring to play. Problem for EU5 is with competent play you hit it very early relative to the game's timeline. In Vic 2 for instance by the 20th century you will usually have infinite money/resources and can do whatever you want, but that's 2/3rds through the game. For EU5 it can be more like 1/5th of the way through although playing smaller countries can set that back a bit. In both games once you hit that point you're constrained by manpower/population, which is good but often insufficient to be enjoyable.

Trade and markets simply cannot be managed manually past a certain point. Because the way trade works requires constant readjustment, and having more than one market becomes exponentially harder to manage the more you have, because the UI is not build to handle multiple markets.

Example, pinning goods to the outliner only shows the stats for your capital market. want to check the target price of iron in market 2, that's like three or four clicks and a few nested tooltips deep. Nah can't be fucked.

So the player always stops engaging with trade at some point, but trade is the whole point of the economic system in this game. It's the incentive to explore, conquer, colonize, enslave, open markets, etc. Basically the game is designed to make you stop playing it. This means the game stops reacting to what the player does, which is where fun comes from in a video game. So the game is programmed to destroy its own fun the longer you play it.

All the other problems are downstream of this. like RGOs being overpowered or +75% iron production techs or infinity food or every market having every good: well, how else are you going to get a rich and powerful economy you can use to play the game? Trading? Nah that's too hard, so every market needs to allow full autarky

Even if trade is left fully automated you can still engage with it as a system and directly benefit from it, e.g. by developing colonies with extremely profitable RGOs, building industry for items like lacquerware and porcelain before competitors, mass producing certain goods that you have a huge relative advantage in. The problem is that all of those even if done to perfection result in marginal profit compared to the gameplay loop of "build more things and make them more efficient by tech." Nerfing the economy in general and making things more scarce would fix this and make engaging with things like trade more important.

In a campaign I did as Italy for instance I secured a small Carribean colony of a handful of random islands and got them producing pepper, cocoa, cloves, etc. And it actually scaled up reasonably well (could've been better if the slave trade actually worked), earning me probably 1-200 ducats through trade in those goods. But obviously by that point it was a drop in the bucket of total income. And even if I were to scale that up with African/Asian/South American/… colonies it would still be maybe 10-20% of my income on the absolute high end and I'd have been better served investing that time and effort into just conquering more European land. But if it were much harder to grow the economy domestically then the entire calculation changes and suddenly those marginal gains become much more important.

Epic posts, but there is a world of difference between how strong you can become in EU4 by admin tech 10 (roughly 1450s, 10 years into the game) and in EU5 by the age of discovery (100 years into the game)
EU5 also has a lot more avenues of exponential growth, due to the increased location count, it scales a lot faster than EU4's economy.

They redesign the game too often for mods. You can't really make a mod because the whole system you modded gets flipped upside down in a few weeks, and also it was never working right because of an invisible bug that gave a -500% modifier when reloading the game during winter, etc.

It's because they didn't bother balancing the trade war mechanics in markets. There's a lot of funny shit you can do that totally ruins the AI's economy. If you embargo them they won't even embargo back. If you steal their market in a peace deal you can just slap on an embargo, instant shit market access everywhere. You used to be able to flood other markets with cheap goods and force their buildings to shut down as well, haven't tried it on recent patches though. One new thing in recent patches though, if the AI's economy shits itself hard enough they will delete forts, which is basically suicidal.
