Honestly, having the US Navy help the Japanese despite the civil war is nonsense and makes defeating the Taiwan invasion way too easy. All Japan has to do is build subs with Sonar to sink Chinese subs (American ships, bizarrely, don't start with any Sonar or, if they do, they don't have any way to damage subs) and that pile of free American surface ships can sink the rest of the Chinese fleet and all their invasion convoys.

I feel like they should canonically still be under Biden's command but their contribution be handled with penalties to the other factions (like being blockaded and not being able to build any ships) rather than directly being in combat because that will fuck the AI up. If Biden is ever defeated, the Naval Command should be renamed to the UofA, have its leader swapped to Biden (or whoever was in charge instead) and it should DOW the other factions.

Both those factions don't know how long the civil war will last and would also like to maintain some sort of American influence in Asia. Trump doesn't have any coastline and Biden is fully focused on Trump in the Midwest. It could be seen as both factions trying to curb Chinese aggression at very little cost of their own war effort.
